What would have to be true for this to be a good use of treasury funds
Treasury spending needs a repeatable process or every cycle turns into chaos and lobbying. A framework that filters proposals before they hit the chain saves Dreps from evaluating hundreds of unvetted asks.
What specifically concerns me
Process frameworks concentrate influence in whoever runs the process, and I have been openly critical of how much of Cardano's governance machinery routes through a small number of organizations. A filter is only as good as its independence.
What I am asking of the proposer if this passes
It was dropped. Whatever framework the ecosystem lands on: publish the filtering criteria, publish what got rejected and why, and keep the path open for proposals that go direct to chain without the process. Governance that only works through one door is not decentralized governance.
