What would have to be true for this to be a good use of treasury funds
Catalyst is the largest community funding experiment in crypto and it has produced real projects alongside a great deal of waste. At this scale it needs to be either fixed properly or wound down, not left to drift.
What specifically concerns me
This was part of the 2025 Intersect budget slate, which I voted as a slate. I am saying that plainly rather than pretending each line got its own week of deliberation. The slate came through a community budget process with a support threshold before it ever reached the chain, and my judgment was that the process outcome deserved backing in Cardano's first real treasury cycle. Nearly 70 million ADA is one of the biggest single line items I have ever voted on, and Catalyst's completion and delivery rates have been a legitimate community grievance for years. Funding the machinery that distributes funding demands the highest accountability standard in the entire budget, and Catalyst has historically not met it.
What I am asking of the proposer if this passes
It was enacted. Publish completion rates, failure rates, and what funded projects are still alive years later. Catalyst's problem has never been a shortage of ideas. It is the absence of published outcomes, and no interface upgrade fixes that.
