Add Constitutional Committee Member
This governance action proposes to add a new Constitutional Committee member selected by participating DReps during the [Intersect hosted snap-election process](https://docs.intersectmbo.org/cardano-facilitation-services/cardano-governance/2025-cc-snap-election-overview) from 26th of November to 5th of December. Adding one more member brings the Constitutional Committee member count to meet the `committeeMinSize` parameter, enabling on-chain governance to resume in full.

What this asks for, and from whom
Adding a Constitutional Committee member selected through the Intersect-hosted snap election, bringing the committee up to the committeeMinSize threshold so on-chain governance can resume in full.
What would have to be true for this to be a good use of treasury funds
No funds involved. The question is whether governance should be able to function. A committee below minimum size means governance stalls entirely.
What specifically concerns me
That we ended up here at all. My longstanding view is that decentralized governance was released to the public before this ecosystem was ready to operate it, and a committee falling below its own quorum is a symptom of exactly that. The fix was necessary, the underlying fragility is the real story.
What I am asking of the proposer if this passes
It was enacted. Build enough bench depth that quorum is never in question again. Governance that pauses because it cannot seat people is governance nobody outside this ecosystem will take seriously.
