Hard Fork to Protocol Version 11 ('van Rossem' Hard Fork)
We propose to upgrade Cardano Mainnet to Protocol Version 11. This upgrade will be achieved via an intra-era Hard Fork (called "van Rossem"). Following the upgrade: 1. The Cardano mainnet protocol will be upgraded to Major Version 11 and Minor Version 0; 2. The ledger remains in the Conway era, there is no era transition; 3. Several new Plutus primitives will be available, as defined in CIP-0109, CIP-0132, CIP-0133, CIP-0138 and CIP-0153; 4. All Plutus built-in functions will be available consistently across Plutus V1, V2 and V3, expanding the capabilities of Plutus V1 and V2 scripts; 5. “case”-expressions for built-in types (Bool, Integer and Data) will be supported in Untyped Plutus Core, providing significant performance improvements and cleaner script logic; In line with the Cardano Constitution: 1. At least 85% of stake pools by active stake should have upgraded to a version of the node that can support protocol version 11 before ratification of this governance action. These conditions will be verified by the Constitutional Committee and SPOs, supported by readiness reports from Intersect's Hard Fork Working Group.

What this asks for, and from whom
The hard fork to Protocol Version 11, the van Rossem upgrade. Intra-era, ledger stays in Conway, adds new Plutus primitives defined in CIP-0109, CIP-0132, CIP-0133, CIP-0138 and CIP-0153.
What would have to be true for this to be a good use of treasury funds
No funds involved. The question is readiness: is the work tested, are the CIPs through process, are node implementations and wallets prepared.
What specifically concerns me
Nothing that would make me vote no. Protocol upgrades that expand what developers can build on chain are the whole point of the academic, peer-reviewed approach that brought me to Cardano in 2017. Consistent availability of Plutus built-ins across versions removes a class of developer pain that has cost this ecosystem real builders.
What I am asking of the proposer if this passes
It was enacted. Keep hard fork coordination boring. Wallets and tooling compatible ahead of mainnet, every time. The upgrade nobody notices is the upgrade done right.
